Dear Aftercare applicant,

We are grateful that you are considering applying to our Men’s or Women’s Aftercare program, and we are hopeful that you see your need for life change. While we help people reintegrate into the community and become self-sufficient, our ultimate goal is to help those we serve experience life change through the gospel of Jesus Christ. If you are interested in applying, please follow the directions below. We would love the opportunity to help you experience real life change!

Aftercare Handbook: - Program Overview (Basic information about Aftercare is provided below.)

What is Aftercare?

  • Long-term, residential, 5-Phase, Christian discipleship programming

  • All program aspects promote life change through the gospel of Jesus Christ

  • Phase progress is determined by faithful stewardship of current responsibilities

  • Phase progress results in increased freedom and decreased accountability

  • Distinct and separate programs according to biological sex:

    • Men’s Aftercare for male

    • Women’s Aftercare for females

What does Aftercare serve?

  • Primarily individuals upon release from prison

  • Only individuals accepted through application and intake processes

  • Only individuals who meet eligibility criteria:

    • Must be willing and able to maintain a teachable attitude

    • Must be willing and able to work full-time

    • May not take psychotropic or narcotic medications in-program

    • May not be sex offender classified as Tier 3 or Sexually Violent Predator

Why does Aftercare exist?

  • Prioritize life change through the gospel for those affected by incarceration

  • Provide support and accountability through the life change process

  • Promote right stewardship of resources and relationships

  • Facilitate reintegration into the community

Where is Aftercare?

  • Program facilities are located on the 1200 block of Lafayette Street in Lebanon, PA

How long is Aftercare?

  • There is no time constraint, though many students complete in 9-12 months

What are the outcomes for those who complete Aftercare?

  • Continuing in a life change process with support from others in the community

  • Maintaining and promoting physical health

  • Reconciling past healthy relationships and building new healthy relationships

  • Managing personal finances, current on financial obligations, and have savings

  • Employed full-time in a stable position with sustainable income

  • Contributing as a self-sufficient member of the community

Aftercare Handbook: - Program Provison

Items and opportunities provided to all Core Phase Aftercare students (Phases 1-5) are listed below. Any provisions for Graduate Phase students are listed in the Graduate Contract and Lease Agreement.

Aftercare provides the following material items and services to all students who do not have the means to provide for themselves:

  • Clothing

  • Medicine and medical supplies

  • Transport for legal and medical needs

  • Funds for personal identification

Aftercare provides the following material items and services to all students:

  • Housing

  • Food

  • Hygiene supplies

  • Cleaning supplies

  • Bedding supplies

  • Program materials

Aftercare provides the following opportunities to all students:

Spiritual growth

  • Daily personal Bible Studies, to apply life change principles

  • Daily group Bible Studies, to learn life change principles

  • Weekly biblical counseling to encourage more life change

  • Weekly church attendance for more support in life change

  • Monthly mentor meetings for more support in life change

Physical health

  • Resources for developing healthy habits in eating, exercise, and sleep

  • Administrative support for medical needs

Social restoration

  • Training for conflict resolution

  • Resources for family and community reconciliation

  • Administrative support for legal needs

Financial stewardship

  • Total financial accountability

  • Training in financial literacy

Vocational development

  • Employment at Jubilee and on-the-job training

  • Resources for resume writing and interview skills

Life skills development

  • Time management and goal setting

  • Meal preparation and personal hygiene

  • Secure viable transportation and independent housing

Aftercare Handbook: - Program Structure

Goals, restrictions, and privileges for the Core Phases (Phases 1-5) of Aftercare are listed below. More detail about the Graduate Phase is included in the Graduate Contract.

  • Phase 1

    • Goals

      • Identify needs for life change through the gospel of Jesus Christ

      • Adjust to the Aftercare program

      • Stabilize after release from incarceration

    • In this phase, students may:

      • Focus on program compliance

      • Focus on program relationships

      • Focus on life change through the gospel

    • In this phase, students may not:

      • Leave program property without staff approval and supervision

      • Use the house telephone without staff approval and supervision

      • Submit pass requests for family visits

      • Begin employment outside of Jubilee

      • Access money directly

  • Phases 2 and 3

    • Goals

      • Apply principles for life change through the gospel of Jesus Christ

      • Demonstrate a pattern of compliance with the Aftercare program

      • Reintroduce into the community

    • In these phases, students may:

      • Leave program property with staff approval

      • Use the house telephone

      • Submit pass requests for family visits

    • In these phases, students may not:

      • Begin employment outside of Jubilee

      • Access money directly

  • Phase 4 and 5

    • Goals

      • Experience life change through the gospel of Jesus Christ

      • Help others adjust to the Aftercare program

      • Reintegrate into the community

    • In these phases, students may:

      • Begin employment outside of Jubilee

      • Access money directly

      • Obtain a personal cell phone with accountability

      • Meet with an approved mentor

      • Participate in home church activities

      • Complete Aftercare once all responsibilities are fulfilled

  • Graduate Phase

    • Goals

      • Remain in Aftercare for support and accountability after completion

      • Help others experience life change through the gospel

      • Demonstrate a pattern of servant leadership within Aftercare

      • Full transition back into the community

    • In this phase, student must:

      • Sign a Lease Agreement that explains new tenant/landlord relationship

      • Sign a Graduate Contract, with new responsibilities and privileges, like:

        • Regular meetings with staff for accountability and support

        • Overnight visits away or onsite visitors with staff approval

        • Ministry activity attendance apart from Aftercare programming

Aftercare Handbook: - Program Responsibilities

Responsibilities for all Core Phase Aftercare students (Phases 1-5) are listed below. These responsibilities are the criteria by which students are assessed for advancement from one Phase to another. Responsibilities for all Graduate Phase Aftercare students are listed in the Graduate Contract.

  • Attitude - maintain a teachable attitude

    • Display a desire to learn

    • Receive correction with humility

    • Express gratitude

  • Spiritual – receive Christian teaching and counseling

    • Meet with Life Coach

    • Attend program classes

    • Attend program activities

    • Attend local church services

    • Complete Bible journaling

    • Meet with Jubilee-approved mentor

  • Financial – steward money well

    • Submit and adhere to monthly budget forms

    • Save a set cumulative amount of money

      • Phase 1 - $300

      • Phase 2 - $600

      • Phase 3 - $900

      • Phase 4 - $1,200

      • Phase 5 - $1,500

  • Vocational – demonstrate a good work ethic

    • Receive Work Place Evaluations showing positive performance

    • Complete a set cumulative number of hours of employment

      • Phase 1 – 150 hours, Jubilee

      • Phase 2 – 300 hours, Jubilee

      • Phase 3 – 500 hours, Jubilee

      • Phase 4 – 200 hours, outside Jubilee

      • Phase 5 – 500 hours, outside of Jubilee

  • Life Skills – steward resources well

    • Develop a Life Change Plan

    • Submit weekly planners

    • Keep personal living area clean

    • Keep common areas clean

    • Complete chores as assigned

    • Write a reflection on Aftercare experience

    • Secure viable transportation

    • Secure viable housing

Aftercare Handbook: - Program Requirements

Minimum requirements for all Core Phase Aftercare students (Phases 1-5) are listed below. Failure to comply with these requirements may result in correction and discipline, up to and including dismissal. Minimum requirements for all Graduate Phase Aftercare students are listed in the Graduate Contract.

1. Core Phase Aftercare students must:

a. Maintain a teachable attitude

b. Treat other Aftercare students with respect

c. Treat Jubilee staff and facilities with respect

d. Meet with assigned Life Coach

e. Attend program classes and activities

f. Attend local church services

g. Complete assigned Bible journaling

h. Complete and submit Monthly Budget forms

i. Maintain 100% financial accountability

j. Submit monthly Program Fee of $450 upon first 24-hour work week

k. Work hours as scheduled by employer

l. Develop and pursue goals for life change

m. Complete and submit Weekly Planner forms

n. Maintain clean and orderly personal living area

o. Maintain clean and orderly common areas

p. Complete chores as assigned

q. Submit to testing for drugs, alcohol, and nicotine

r. Submit to searches of personal property and living areas

s. Submit all items brought into program facilities to staff for approval

t. Maintain personal hygiene

u. Dress appropriately

v. Complete “Sign Out Log” when leaving and returning to program property

w. Return into program facilities by 10:00 PM

x. Remain in program facilities until 4:30 AM

y. Comply with supervision stipulations and all other court orders

z. Comply with any additional requirements given by Aftercare staff

2. Core Phase Aftercare students must not:

a. Engage in physical violence*

b. Use gestures or speech that threaten violence*

c. Possess or use weapons*

d. Possess or use psychotropic or narcotic medications*

e. Possess or use illegal drugs or drug paraphernalia*

f. Leave program property without staff approval*

g. Engage in sexually inappropriate speech or behavior*

h. Use speech that is obscene, profane, or vulgar

i. Possess or use nicotine products or paraphernalia

j. Possess or use pornography

k. Steal

l. Lie

m. Pursue romantic relationships outside of current spouse

n. Apply for or use SNAP benefits or Social Security Disability Income

o. Enter program housing areas beyond current Phase

p. Engage in any other speech or behavior prohibited by Aftercare staff

*Violation can result in immediate dismissal

3. Core Phase Aftercare students must not without Aftercare staff approval:

a. Possess or use prescription or over-the-counter medications

b. Possess or use dietary supplements

c. Bring non-student, non-staff visitors into program facilities

d. Possess electronic media devices

e. Communicate with opposite sex that are not biological family or current spouse

f. Ask for materials or finances from others

g. Receive materials or finances from others

Aftercare Handbook: - Program Clarifications

Items below seem to be particularly challenging for some Aftercare students, so these clarifications are designed to help all students have realistic expectations.

  • Phase 1 Restrictions

    • Expect to remain on program property, except for offsite program activities

    • Don’t expect to communicate with anyone outside of the program, except for:

      • Necessary medical, legal, and personal identification business

      • Occasional check-ins with family approved and supervised by staff

    • Why? Phase 1 is designed to limit focus to life change through the gospel

  • Program compliance

    • Expect to have support and accountability for adhering to Aftercare policies

    • Don’t expect to show a pattern of non-compliance and remain in Aftercare

    • Why? Staff protects program integrity for current and future students

  • Program discipline

    • Expect to experience a progression of teaching and correction before discipline

    • Don’t expect to avoid discipline if you first reject teaching and correction

    • Why? Responding well to challenges is critical, even after first reacting poorly

  • Christian teaching

    • Expect to receive and consider Christian teaching and counseling

    • Don’t expect to have to believe or agree with Christian teaching and counseling

    • Why? Aftercare is a Christian program and faith is a gift from God

  • Work wage

    • Expect to earn slightly more than minimum wage while employed at Jubilee

    • Why? Jubilee employment provides preparation for independent employment

  • Personal media devices

    • Don’t expect to have access to a personal media device until Phase 4

    • Why? Such devices can distract focus from life change through the gospel

  • Program completion

    • Don’t expect to complete Aftercare until you secure viable housing

    • Why? You are not self-sufficient without your own safe and sustainable housing
